Because Tommy, Tony ect can "live" in any number of places in different parts of the country. In addition to that all properties are guarded, in some cases by armed guards.In addition to that no one there would tell any police who showed upanything. For all any of us knows, Tommy and/or Tony could be hiding "in plain sight" by using someone elses I.D.,like Tony did with Harvey Cochrane the last time the authorities were looking for him
