FACTNet strongly urges that an emergency meeting should be immediately
called at the United Nations. The purpose of this meeting should be to
vote on resolutions needed to galvanize the world's resources to
locate and bring the World Trade Center terrorists to justice and
prevent the growing possibility of war.
A massive unilateral US retaliation for the World Trade Center and
Pentagon terrorism would likely bring war into regions that may have
nuclear and biological retaliatory capabilities. We believe this to be
a serious global security emergency.
In an effort to avert an escalating potential of a new regional or
world war, the resolutions to be presented to the General Assembly of
the UN should cover:
1.Authorizing the World Court in the Hague to immediately issue
international arrest warrants for all involved in executing, planning
or supporting the bombings.
2 .Authorizing UN peacekeeping forces as agents of the World Court to
go anywhere in the world to apprehend all involved in executing,
planning or supporting the bombings.
3.Asking world governments, police and intelligence agencies to assist
the United Nations and World Court with all resources at their
disposal in discovering the identities of all involved in executing,
planning or supporting the bombings and, apprehending and bringing
them to immediate trial before the World Court.
4.Asking all national and international banking organizations to seize
and freeze all bank accounts of individuals or organizations
identified as involved in executing, planning or supporting the
bombings and to hold those funds in trust for possible reparations.
5.Authorizing an immediate and total goods, services, assistance,
finance and communications boycott by the global community of any
country identified as involved on a governmental level in executing,
planning or supporting the bombings.
6.Authorizing a public statement be made directly to all of the
peoples of the world asking them as individual world citizens, to
assist the United Nations and World Court with all resources at their
individual disposal to help in discovering the identities of all
involved in executing, planning or supporting the bombings and, to
assist in apprehending and bringing them to immediate trial at the
World Court.
7.Authorizing a public statement be made to all of the leaders of the
world's religions asking them to publicly condemn the bombings to
their congregations and, ask their respective religious congregations
to assist the United Nations and World Court to discover the
identities and bring to justice all involved in the bombings.
We beseech the Secretary-General Of the United Nations Kofi Annan to
make a statement along these lines;
"The UN's peacekeeping role has always been to confront and defeat the
worst in man with the best in man and to counter violence with
tolerance, might with moderation and war with peace. The contemplated
scope of US retaliation to the bombings has now become a matter of
international justice, peace, and world security. The UN has an
obligation to promote and demand global cooperation and pooling of
global resources to bring swift justice and avert war.
Particularly now, while passions for a quick US retaliation are at
their highest, the UN is also obligated to the United States as a
member nation to bring together the resources of the world to rapidly
bring the terrorists before the World Court for their crimes against
humanity. Because of the real possibility that a large-scale military
retaliation by the United States could quickly escalate into a war
scenario with nuclear and biological possibilities, the UN must
intervene without delay.
The United Nations was created by the peoples of the world to solve
this very type of global security crisis. If the UN does not
immediately assume a leadership role for the world community to
prevent member nations from acting unilaterally or bilaterally without
first using the mechanisms of international law and justice, the UN
will have failed humanity as well as its founding mandate at the very
moment of mankind's greatest threat.
In the past the UN has been criticized for too often being relegated
to passive or symbolic roles, but in this crisis that is no longer
possible. The UN will this day stand firm for the peace and security
of the global community and be and act in accordance with its global
peacekeeping and justice mandate for which it was created. We will act
before the crisis escalates into the possibility of a new world war."

We believe that the United States is a civilized country guided by the
rule of law and should as a leader in the world community willingly
submit to the international mechanisms of law. Bringing the terrorists
to justice within the constraints of international rules of law would
justly punish the actual perpetrators without collateral damage to
innocents. It would also not drag the American people down as a nation
to the level of the terrorist's lawless and angered retaliatory
barbarism.
More importantly, a public "Nuremberg like" trial in the World Court
using judges of all nations would educate the world as to how these
terrorist were created. Both this education and the punishment through
the process of law would help to inoculate the peoples of the world
against the spread fanaticism and terrorism. Complete public exposure
of the terrorists using the process of law would also do more to
change the minds, ideas and values of the terrorist's sympathizers or
potential new recruits than any escalating cycle of reciprocating,
retaliatory violence.
Justice is truly the most powerful tool for the eradication of
terrorism and for the healing of the victims and the society. Our
sympathy and prayers go out to all the victims of the bombings.
